The Great Start to Quality program, administered by the Early Childhood Investment Corporation, is Michigan’s tiered quality rating and improvement system for licensed early learning and development programs and unlicensed subsidized providers.
Great Start to Quality is a system of progressive standards that has a continuum of three tiers for unlicensed subsidized providers and five levels for licensed early learning and development programs.
Each level represents slightly higher standards and a higher level of quality. Higher levels of quality during early learning experiences correlate to greater school readiness, particularly for children with high needs.
